Advertising ID in Android [closed]

Improve the question

Today I saw a new message in the developer console with the following text:

" In accordance with the rules of the program for developers of Google Play applications from August 1, 2014 in all new downloadable apps and updates must use an advertising ID instead of permanent identifiers for any advertising-related purposes.".

I have several apps with ads from AdMob and WapStart. Has anyone finally figured out what all this means? What should I do to make the app comply with the new rules? Does this new rule mean that the user will be able to disable ads simply by unchecking the box in the settings?

It seems to me that this means that Google is going to squeeze out the market of third party advertising services :- ) and monopolize the right to collect advertising statistics on androids.
