Are there any public services available/sites/programs/libraries that allow you to describe a picture in words?

The same Google has a neural network that can describe what is happening on it in the form of a phrase based on a photo.

Question: are there any public services available/sites/programs/libraries that allow you to do this?

Google has a service Vision API, which allows, among other things, to find all sorts of objects in the photo, suggest a suitable query, and the like. There you can also check the work by uploading your photo.

The first 1000 requests each month are free. Next - $1.5 for every 1000.

We have already said a lot, but here is another service for analyzing photos and videos using machine learning from Amazon - Amazon Rekognition

And here is the price list for the Computer Vision API from Microsoft

Well, if you just need to find the objects in the photo, upload them to Google Photo and enter the desired object in the search field)

Suddenly, Instagram.

It is not explicitly specified anywhere, but if you dig into the code of the page with images, you can find keywords with a description of the image.

Most likely made for people with disabilities.
