Can a monitor with a 4K or 2K resolution be converted to FullHD?

I want to buy a monitor for work (frontend developer) with potential for the future. Budget up to 17,000. I was faced with a choice between the AOC G2590FX 24.5 "monitor with 144Hz (for games, only via DisplayPort), TN-matrix ( - ) or the Philips 245E1S 23.8" monitor with 75Hz (- for games), IPS ( + ), QuadHD. Can I, if necessary, somehow translate the image from QuadHD to FullHD (well, that is, double the pixel)? And if I take a monitor with a 4K resolution, can I convert 4K resolution to FullHD? I may need this for my work, to make up sites from templates perfectly by pixels. If this is not possible, then advise a suitable monitor up to 17,000 (the cheaper, the better) gaming (so from 144Hz) or with a high ppi. I will connect via HDMI. It is also desirable that there is a DisplayPort. Thanks for attention.

In theory, the monitors support resolutions less than the maximum, so I believe that you can switch to 1920*1080. And it will look quite good if the native aspect ratio is 16:9, and not some other one.

For example, I have a 1920*1200 monitor-and even I can switch it to 1920*1080 or even 1024*768, and either the image will become stretched, or black bars will appear on the edges.

On habr there is a whole article, why it is necessary to take a 4K monitor, although Personally, I rather disagree with her. But I would agree with the fact that the multiplier should be a whole one.

And here's an interesting point. First, the browser usually works not with the size of the monitor, but with the size of the window. Secondly, I have a suspicion that the number of screen pixels per virtual one may leak into it (although I haven't checked). I checked - it doesn't seem to be there. Well and third, there is the same resolution emulation.
