CGI is out of use, but what if I want to make a secure web system on an intranet? [closed]

I know that there are many ways to create a secure web system with technologies like PHP, .NET and etc, but these interpreted languages expose the code to curious when the system should be installed on a client server for example. I also know that there are code obfuscators, but I confess that in addition to taking the versatility of PHP for example, it seems to me that they are not as safe as a compiled application.

This question of code is complicated and leads to many endless discussions! But finally, the need is to create a web application that can be installed on a client but that the code can be safe if "someone" wants to mess, it is not so much stealing the code, but really messing around, that would already give a huge headache.

I know that there are many options like Delphi and Lazarus Web, but these make use of CGI which in my humble opinion is very good, but, I already know that it is old.

Today in some applications I use templates, where PHP and HTML files are divided, this form is very productive and maintenance is a delight.

My goal in this post is to know if there is any class in Pascal ( which can be in Delphi or Lazarus) that made use of templates thus separating the CGI from the HTML files.

Do we have anything to that effect?

I've searched the web, but I found a lot of example using Delphi and Lazarus, but in the traditional method where the HTML codes and business rules are shuffled in the same source, I've programmed like this, but I confess that it is very laborious, especially maintenance, it becomes a bit disheartening when the project begins to grow.
