GNU GPL v3 license together with MIT
There is a project written under the license GNU General Public License v3. 0 and I want to use any libraries in this project, for example-react with the MIT license.
Can I do this? And do I need to describe all the connected MIT libraries in a file?

You can use it.
When distributing code / binaries separately from libraries under MIT, you do not need to specify anything.
For joint distribution, you need to carry a copy of the MIT license with copyright (indicating authorship) and indicating which parts fall under it.
