Hieroglyphs instead of Russian letters in ActionMenu Delphi 7 [closed]

I ran into an unpleasant problem - on a new computer in D7, Russian fonts are displayed incorrectly in one place. Moreover, in the menu itself, the letters are read normally, but inside the component-here so:

The project is not broken - it is in DropBox and opens normally on other PCs.

What has already been done:

1. Adding missing fonts to the system (as a sample, the computer on which everything works is taken. System and there and there Win10)

2. Checking system settings-set "Russian" wherever possible

3. Reinstalling delphi.

Everything is still as it is it was.

And, yes, - 4. on the advice of Google, I tried to change the code page in the registry from 1250 to 1251 and from 1251 to 1252 in different combinations, it also did not help.

What else can I do?
