Using Export as...
, you can choose the format of saving svg, but in fact it saves the image that spoils when zooming.
I read that it is possible through File > Extract Assets
, but I do not have such a menu(CC version 2015.1.1)

This is the worst practice, in my opinion, - draw in a bitmap editor, then save via the plugin in vector format.
- The fact is that
Photoshop
does not assign styles to elements accurately enough. - Sometimes they overlap and contradict each other.
Images often go beyond the document border and are therefore cropped in SVG.

The only conclusion is that vector images should be drawn in a vector editor!
If not enough if you want to master a vector editor, then you will not have the strength and desire to edit svg files made in a raster editor.
If the object (vector) was created in Adobe Illustrator, and then was moved to the PSD layout, then when working in Photoshop, you can open this object in Illustrator by simply double-clicking on the object in the window with layers.
