Installing Visual Studio 2017 has several languages besides English, and by default installs the operating system language.
If you need to install a different language, you must:
1) open the installer again and select Modify
2) Select language packs and then the languages you want to install
3) then close the installer, open Visual Studio and change the language to: Tool -> Options -> Environment - > International Settings as suggested by Maniero .

When I installed it asked what languages I wanted, perhaps by the flow I chose to configure before.
If you want you can still change by going to: Options -> Environment - > International Settings
If you have not installed the language you need to call the installer again and choose the language you want. Here:
I installed only the language in Portuguese, but I had to install the English language, I had difficulty finding the solution to my problem, despite being simple.
Solved - opening control panel - > visual studio - > modify (when opening the Install again I put in the language tab and chose English and put to install).
