I can't edit the text layer in Photoshop

Tell me, professionals, what's the matter: on the layout opened in Photoshop, I stand on the layer with the text, select the "TEXT" tool, but the layer is not activated, and a new layer is created for entering text. And the native text on the layout cannot be edited.

I myself rarely work with Photoshop, and I have not encountered your problem in practice yet. But when I studied this program, I read somewhere that after selecting a layer and the TEXT tool, you need to right-click on the layer with the text. In the context menu that appears, select "Edit". P.S. Tomorrow I will install Photoshop and check.
