I installed windows yesterday (2019-08-16), and the OS time appears 3 hrs ahead, I try to sync and nothing.

Use a very simple program called nettimestat, he always corrected the schedule and is light MT, use it in the company as standard program, never gave me a headache
The early versions of windows 10 did not work properly time synchronization (NTP client service). I downloaded it at the time, 2016, it was just a headache. I was forced to use "nettime".
The latest versions of Windows 10 no longer have this problem. I used the 1709, 1809 and, currently use the 1903.
