Internet crashes on android10 when connecting a proxy for fiddler

Hello everyone Maybe someone has encountered a problem: When connecting a proxy to android10 for fiddler on a smartphone, the Internet drops (I did everything according to https://www.telerik.com/blogs/how-to-capture-android-traffic-with-fiddler) googled everywhere described the same thing in different interpretations. Why did I decide that the problem is with android 10, because I tried with android 8 (on a PC with Linux mint OS) it loads-the traffic intercepts, although this may not be the problem, to windows 10 no one is cut down.
