  1. You need a card with the ability to pay online for an initial payment of $ 25 in Google Play (you only need to pay once, unlike the Apple developer's acca, where you need to pay once a year). Personally, I used a virtual QIWI card. To get it, you need a SIM card (for registering an account in QIWI). Next, on the website or in the app, create a card with any data about the owner and pay.
  2. You need a dollar account with the ability to receive dollars from abroad. I was helped in this by Sberbank (the account is opened for $5, which turns out to be an irreplaceable amount on the account. The account is called "Universal"). We were given a paper book on the passport, details. I entered it in my account - the money came. Further, if you want convenience , you can issue a Sberbank card (for 780 rubles in the form of a one-time insurance. Then you can not pay it. Need a passport). With it, you can transfer dollars in rubles to the card in an online bank and withdraw cash from the card already at the ATM. Or the old-fashioned way stand in line at the branch and withdraw cash using your passport and book.
  3. For advertising, you need a separate account. In my case, AdMob. It's all the same, except for the down payment. But there is one caveat: after reaching a certain threshold amount of revenue for advertising, a die will be hung in the account with a suggestion to enter an address for sending a paper (sic!) letter with a pin code, which should (after receiving it and entering it in the account) convince AdMob that you are a real person. It comes from California, prepare for its long wait.
  4. The registration itself is not complicated. Just enter the requested data.

Result: You need a SIM card, a bank card, a Russian passport, $ 30 and a little bit of straight hands.

I will add three more things:

  1. a dollar bill is not required. The money is automatically converted to the account currency
  2. they come very quickly, after 2-3 days
  3. Google play requires a so-called BIK bank. Usually, no one asks for it when making international payments. In short, this is an internal Russian BIC. On a piece of paper with bank details, it is usually not indicated, but it is easy to google it on the Internet
