Yes, I have three sites on azurewebsites:

I have never paid for them.

I think it depends on several aspects for example how much storage capacity you require and the bandwidth, personally for small projects I use http://www.tripod.lycos.com/

There are some such as:

Strictly for C#.Net I would use Azure:

And yes, the vast majority ask for a credit card...
