The computer does not turn on because of the CPU radiator

A very strange thing is happening. Suddenly, the computer went dark and stopped turning on. When you press the power button, the coolers twitch for half a second and then silence. I disconnected / connected all the peripherals in turn and came to the conclusion - the CPU radiator interferes. If you remove it, the computer turns on, the standard BIOS messages appear on the monitor, and everything is as usual, I did not wait for the OS to load, because the processor is still without cooling. I changed the thermal paste, put the radiator in place and again, the same nonsense. I remove the radiator-it works. Socket 1150. Actually the question itself: yes, how so??? How can the radiator interfere? I understand that the RAM may fail, or the PSU, or something else, but not the radiator. In general, please advise something.

The reason was that the radiator pad slightly protruded over the edges of the socket and touched the legs of the capacitor. And it turns out that this problem was known by those who collected this system kit in the store, because a piece of electrical tape was found nearby, which was apparently planted by these masters. From here I conclude that it is better to build a computer with your own hands. Well, to the point: a familiar master sharpened the protruding platform and, just in case, applied a small layer of varnish, so that it certainly did not short-circuit, although the distance to the legs of the capacitor is now more or less decent.
