The lower dash under the quotation marks, what is it and how do I remove it?
When I type text anywhere, wherever I type these characters "' ^ ' appears right below them, a lower hyphen or lower dash, it looks like _
How do I get rid of this?
In all the code editors, I now have problems, because I open the quotes and I have to press the space bar so that the text goes inside the quotes. And the most interesting thing is only on the English layout! I thought the problem was in the editors, took a long time to understand, but then at least in the browser at least where I started enter this and see this ominous bottom dash
There is a high sierra mac os.

It looks like you have a U.S. International – PC layout, or similar. Go to System Preferences -> Keyboard - > Input Sources -> remove this layout from the list and add any other English-language layout instead. Checked for British and US, underscores are not put.
